Hello! In the case of a character with powers tied to the environment, they will not be entirely nerfed, no. As you said, they could not permanently alter the environment, but they could certainly use their abilities as you've described.

In certain prompts the powers may be made unavailable, but that would be explicitly stated in the prompt itself.
